Benefits If You're Homeless or Facing Eviction 2026
June 30, 2026 · 5 min read
If you're facing eviction or experiencing homelessness, multiple programs can help — many don't require a fixed address to apply. Start with 211, then apply for emergency rental assistance and SNAP while you stabilize.
Immediate steps (do today)
- Call 211. Available in most states — they'll connect you to local emergency rental assistance, shelters, food, and legal aid. You can also text your zip code to 898-211 in some areas.
- Contact a legal aid organization. Many evictions can be delayed or prevented with legal representation. Free eviction defense is available through legal aid in most cities — LawHelp.org to find free legal help by state.
- Apply for emergency rental assistance. Go to CFPB's rental assistance finder to find local programs.
- Apply for expedited SNAP. If your monthly income is under $150 and you have less than $100 in accessible funds, you qualify for expedited SNAP benefits within 7 days. You can use a shelter address.
Housing programs to apply for
- Emergency rental assistance: Local and state programs using federal ERA funds can cover back rent, current rent, and utility arrears. Contact 211 or your local community action agency.
- Section 8 (Housing Choice Vouchers): Apply to every open waitlist in your region. People who are literally homeless often receive priority. See the Section 8 application guide →
- HUD-VASH: If you're a veteran, HUD-VASH provides Section 8 vouchers with priority for homeless veterans. Contact your local VA medical center.
- Public housing: Apply to your local Public Housing Authority — separate from Section 8 vouchers. Some PHAs give priority to homeless applicants.
- Continuum of Care (CoC) programs: HUD-funded programs that provide transitional and permanent supportive housing for people experiencing homelessness. Access through your local CoC — HUD CoC directory.

SNAP: You can apply and use SNAP without a permanent address. Use a shelter, friend's address, or apply through a homeless outreach worker. Benefits load onto an EBT card.
Medicaid: Homelessness doesn't affect eligibility. Apply with a shelter address. If you need care now, go to a Federally Qualified Health Center (FQHC) — they provide care on a sliding scale, often $0, regardless of insurance or address. Find an FQHC near you.
Food banks: No income verification or address required. Find your nearest food bank at Feeding America.

What to do immediately if facing eviction?
Call 211, contact legal aid, and apply for emergency rental assistance the same day. Many evictions are preventable with early intervention — don't wait until after the court date.
Can homeless people get SNAP benefits?
Yes — no fixed address required. Use a shelter address. If you have very low income, expedited SNAP within 7 days is available.
What is the HUD-VASH program?
Section 8 vouchers specifically for homeless veterans, with VA case management support. Contact your local VA medical center to apply. Priority placement over standard Section 8.
Can I get Medicaid if I am homeless?
Yes. Use a shelter address to apply. In expansion states, qualify at 138% FPL. FQHCs provide immediate care on a sliding scale, often free, while you wait for Medicaid enrollment.
