If you're pregnant, have children, are 65+, or have a qualifying disability, you may qualify for Texas Medicaid. Here's exactly how to apply in 2026 — including what documents to gather and what to do if you're denied.

Who qualifies for Medicaid in Texas?

  • Children: Under 19, income up to 200% FPL via CHIP (higher for children under 6)
  • Pregnant women: Income up to 200% FPL for the pregnancy and 60 days postpartum
  • Parents and caregivers: With dependent children at very low income (often 17–18% FPL)
  • Adults 65+: Who meet income and asset criteria
  • Adults with disabilities: Who receive SSI or otherwise meet SSI criteria
  • Long-term care: Who need nursing home or home care and meet financial criteria

  2. By phone: Call 2-1-1, choose option 2 for HHSC. Hours: Mon–Fri 8am–6pm CT.
  3. In person: Visit your local HHSC benefits office. Bring all documents. Waits can be long — going early in the week is recommended.
  4. By mail: Download and print Form H1010, complete it, and mail to your local HHSC office.

After you apply

Texas HHSC has 45 days to process your application (90 days for disability-based applications). You'll receive a letter by mail with the decision. If approved, your coverage may be retroactive to the first day of the month you applied or up to 3 months prior (retroactive coverage applies in limited circumstances).
